摘要

公共资源交易是我国市场经济体系的重要组成部分，近两年处于快速发展时期，但其存在的体制官办不分、操作不规范、管理不统一、腐败现象丛生等问题频繁出现，严重影响我国公共资源交易市场的健康发展。如何加强对公共资源交易的管理，引起了社会各界的广泛关注。为此，国家出台了一系列政策，推进公共资源交易改革，加强对公共资源交易的管理。大数据作为信息获取、处理和利用的一项核心技术，对于公共资源交易管理具有重要的实践意义。因此本文针对公共资源交易管理所面临的困境，从基于大数据的公共资源交易管理框架到举例说明具体的方法，进行了详细说明。

首先本文系统研究了公共资源交易的相关理论，结合我国公共资源交易发展现状，在此基础上分析并指出当前公共资源交易管理变革目标及挑战。

然后本文在分析大数据理论基础上，分析了公共资源交易中的大数据，及大数据背景下公共资源交易管理的发展方向，研究大数据与公共资源交易之间的关系，从而构建基于大数据的公共资源交易管理框架。

最后本文在前文基础上，以武汉市为例，具体分析基于大数据应用框架的，公共资源交易分析方案，从而分析了方案的应用价值。

Abstract

PublicResource Exchange is an important part of China's market economic system, thepast two years,it’s in a period of rapid development.But the government-runsystem, regardless of its existence, the operation is not standardized, notunified management, corruption and other issues frequently clusters occur, seriouslyaffecting the healthy development of our public resources trading market.How tostrengthen the management of public resources trading, caused widespread concernin the community. Therefore, the state issued a series of policies to promotethe reform of public resources trading, strengthen the management of publicresources transactions.Big data as information acquisition, processing, and useof a core technology for the transaction of public resources management has importantpractical significance. Therefore, this paper dilemma facing public resource management,from the transaction of public resources management framework based on big datato illustrate specific method, a detailed description.

Firstly,we studied the theory of public resources transactions, combined with the developmentof China's Trade Status of public resources, based on this analysis and pointedout that the current public resource management change goals and challenges.

Thenanalyzing big data based on the theory, analysis of the development directionof public resources, trading in big data and big data backgrounds public resourcemanagement, research and public relations large data transactions between resourcesin order to build on big data the transaction of public resources management framework.

Finally,based on the previous text, Wuhan City as an example, based on detailed analysisof big data application framework, public resource analysis program to analyzethe value of the program.
