摘 要
目前,便捷高效的城市轨道交通进入了快速发展时期。地铁作为城市轨道交通的主力军,给社会和居民生活带来了很大的便捷,但是地铁安全事故所带来的巨大经济和社会损失也不可忽视。地铁安全问题的保障已迫在眉睫。研究构建地铁安全标准体系,促进地铁建设和运营的规范化标准化发展将会为提高地铁的整体安全水平提供全面的技术支持。
本文首先分析了我国地铁建设和运营的安全现状,说明了地铁安全管理的重要性,在引进标准化管理方法的基础上总结分析了国内外地铁安全管理和标准化现状,并论证当前我国地铁安全运作贯彻标准体系的必要性。根据以上的研究背景,本文运用标准化系统工程的六维结构方法论构建地铁安全标准体系总框架,然后在总框架的基础之上,运用依存主体的平行分解方法对技术子标准体系的具体内容进行分析,并按照标准体系表的编制方法形成地铁安全技术标准体系表。然后本文根据标准体系用于实践的情况而构建评价指标体系来评价所编制的标准体系的科学性,并采用 DHGF(Delphi- Analytic Hierarchy Progress- Grey interconnect- Fuzzy Evaluating)综合算法,列举一算例对其进行评价来发现标准体系在实践中的不足,以备完善。
本文研究形成了地铁安全标准体系总框架、地铁安全技术标准体系表和检验其实践情况的评价指标体系。这些研究初步解决了当前地铁建设和运营中的安全管理问题,促进了我国地铁安全标准化的发展,但是如何将这些理论很好的运用于实践,如何对其进行完善发展,还有待进一步的研究。

Abstract
At present, urban rail transit which is convenient and efficient is coming to the highspeed era. As a major force in urban rail transit, subway brought a big convenience to thecommunity and the people, but the subway safety incident also brought us huge economic and social losses which cannot be neglected. To protect the subway safety has been the pressing issue. Study on the standards system of subway safety and develop thestandardization on the subway construction and operation will provide comprehensivetechnical support for enhancing the overall safety level of subway.
The thesis first analyzes the present safety status of the subway construction andoperation in our country and puts forward the importance of the subway safetymanagement. On the base of introducing some method as standardization, the status of thesafety management and standardization of subway safety both at home and abroad weresummarized andanalyzed, and then demonstrated that protecting subway safety is needfor the standards system. According to theabove research background, this thesis used thesixlatitude structure of standardization systems engineering to build a general frameworkfor the standards system of subway safety, and then based on the general framework, thespecific content of technical substandard system for subway safety were analyzed, whichmade use of the dependent subject’s parallel decomposition method, and in accordancewith the approaches of standard system table, the standard system table of subway safetywas made up. At last, the thesis built an evaluation system to evaluate the standardssystem according to the situation that the technical standards system applied into practice,and used DHGF comprehensive algorithm to evaluate thestandards system through citingan example, so as to indentify the deficiencies on the practice of the standards system and perfect the system.
Through the research of this thesis, a general framework for the standards system ofsubway safety, the technical standard system table of subway safety and the evaluationsystem to test its practice were formed. This studies resolved the current issues of safetymanagement in subway construction and operation, and promoted the standardization ofsubway safety in our country, but how to carry out this theories into practice successfullyand how to prefect and developthe standard system remain to be further study.
