摘 要
随着我国对水资源开发利用程度的不断提高,移民问题越来越受到重视,移民安置的目标已从单纯的补偿性搬迁变成了与库区经济发展、社会稳定相结合的多重目标。移民安置工作要让移民能够“搬得出,稳得住,逐步能致富”。这个目标有没有达到,以及怎样才可以实现这个目标,这样就需要加强对移民安置的评估。
水利工程的移民工作涵盖了到大规模的的人口、土地、工矿企业的搬迁,包含各类基础设施、公共服务设施甚至是城镇整体的规划与重建的过程,涉及到大量的文档和信息数据,怎样高效的管理、使用数据资料,是移民工作取得成功的重要保证。因为移民本质上是大量人口空间位置的转移,因此空间信息是移民安置工作的关键部分。将GIS系统运用到移民安置的评估工作中,是对现有移民安置信息化建设的一次重大突破
本论文的主要研究成果如下:
(1)结合当前移民安置评估工作实践,分析了评估体系的构建流程,构建了一套完整的水利工程移民安置评估指标体系,系统设置了安置评估调查指标与评估指标,细分了安置评估各层次具体指标的调查和评估内容
(2)根据移民工程中的各项工作,分析系统的功能需求、性能需求,将评估信息管理系统和GIS系统有机结合,实现了空间数据和属性数据的关联分析展示,并创造性的将空间分析方法应用于移民评估工作实践中,为移民评估工作提供了新方法,提高了评估工作的效率和科学性,具有广阔的发展前景。

Abstract

Whether this goal is met and how can we achieve this goal, it is necessary to strengthen the resettlement assessment of reservoir resettlement.
Water conservancy project migration involves a wide range of population movements, as well as land, factories and mines, infrastructure and even urban planning and construction process, to use a lot of documentation and complicated information, how to effectively manage the data, query and use, Related to the efficiency of the resettlement work and the reliability of the results. As the resettlement is essentially a variety of resources in a specific geographical space to re-configure, so the spatial information is an important part of the immigration work, the GIS system applied to the resettlement assessment work, is the existing resettlement information construction A major breakthrough.
The main work of thisthesis is as follows:
(1) Based on the current practice of resettlement assessment, a complete independent evaluation index system is set up, and the construction process of the performance evaluation system of the development of the resettlement reservoir is analyzed. The framework of the independent evaluation index system of water conservancy and hydropower project resettlement is constructed. Independent evaluation of survey indicators and assessment indicators, the breakdown of the independent assessment of specific indicators at all levels of the survey and assessment of the content.
(2) According to the work of the resettlement project, the functional requirements and performance requirements of the system are analyzed, and the evaluation information management system and the GIS system are combined organically to realize the correlation analysis of spatial data and attribute data, and creatively analyze the spatial analysis The method is applied to the practice of resettlement assessment, which provides a new method for the resettlement assessment, improves the efficiency and scientificity of the assessment work, and has broad prospects for development.
