基于知识价值链的机场全过程进度管理咨询研究

摘要
传统的咨询模式是将前期策划、招标代理、造价、设计、监理等阶段分割开来,各单位分别负责不同的环节和专业,这不仅增加了成本,而且分割了咨询业务之间的内部联系,使得信息流被切断,导致项目建设过程中出现一系列问题,难以体现业务一体化的服务要求。而全过程工程咨询的推广和新一代信息技术的发展,使得工程咨询的不同阶段的信息进行集成,并为知识价值链在全过程咨询中的应用创造了条件。
本文通过研究机场进度管理的现状,指出工程咨询单位可以建立起全要素、全过程以及项目参与方集成的全过程咨询模式,在此基础上将机场项目进度管理中的业务流程和知识链相结合,构建了机场全过程进度管理咨询的知识价值链,以期不断的减少进度管理中的知识碎片,并对进度管理的相关知识进行整理、积累、分享和创新实现进度管理知识的显化。本文用系统动力学仿真分析的方法模拟了信息技术驱动下的知识增值过程和主要影响因素,明确机场进度管理知识价值链的动态流程,结论表明:随着信息技术的提高,进度管理中的知识搜集、知识内化、知识共享和创新、知识增值利润等知识增值活动的活跃度普遍提升。最后本文基于进度管理中的知识价值链和SD仿真分析,从构建机场进度知识库、想法流等角度阐述进度管理中知识的发现、积累和共享、充分吸收等完成良性的进度知识管理循环的改善途径,实现机场建设项目管理组织的知识创新,实现机场进度管理的持续改进。

Abstract
The traditional consulting model is to separate the preliminary planning, bidding agency, engineering cost, suevey and design, supervision and other stages. Each unit is responsible for different links and specialties, which not only increases the cost, but also divides the internal links between the consulting business. The information flow is cut off, which leads to a series of problems in the project construction process, and it is difficult to reflect the service requirements of business integration. The promotion of life cycle project consulting and the development of a new generation of information technology have enabled the integration of information at different stages ,and created conditions for the application of the knowledge value chain in life cycle project consulting.
By studying the current status of airport schedule management, this paper points out that the engineering consulting unit can establish a full-process consulting model of the whole factor, the whole process and the integration of project participants, and on this basis, combine the business process and knowledge chain in the progress management of the airport project , this article builds the knowledge value chain of the whole process of airport progress management consulting, with a view to continuously reduce the knowledge fragmentation in progress management, and realizes the implicit knowledge to explicit knowledge in progress management by sorting, accumulating, sharing and innovating the cumbersome knowledge, the transformation of individual knowledge into organizational knowledge. This paper uses the method of system dynamics simulation analysis to simulate the knowledge value-added process and the main influencing factors driven by information technology, and to clarify the dynamic process of the airport progress management knowledge value chain. The activity of knowledge value-added activities such as collection, knowledge internalization, knowledge sharing and innovation, and knowledge value-added profits has generally increased. Last based on the knowledge value chain and SD simulation analysis in schedule management, this article describes the ways to improve the knowledge discovery, accumulation and sharing, and full absorption of knowledge in schedule management , explain the virtuous cycle of progress knowledge management from the perspective of constructing airport progress knowledge base and idea flow. Realize the innovation of airport construction project management organization knowledge, and continuously improve airport progress management.
