智慧社区服务评价研究

摘 要

随着信息技术的不断进步，“智慧”二字更多的被提及，从智慧城市到智慧社区的发展，都是顺应新时代环境的一种必然趋势。为了满足居民日益增长的美好生活需求，国家近年颁布多项政策鼓励智慧社区的发展，并在多个城市开展试点工作。智慧社区终究是为广大居民服务的，因此在建设和管理过程中要始终坚持以人为本的原则，考虑居民的需求和感受。本文从社区居民的角度出发，对智慧社区进行评价研究，建立评价指标体系和模型并进行实证分析，为智慧社区的发展提出建议。本文从以下几点进行研究：

首先，从国内智慧社区的研究背景出发，介绍了其发展历程与政策，并对国内智慧社区的发展现状以及特点进行了研究，分析了智慧社区的主要系统功能和存在的问题。其次，本文构建了智慧社区评价指标体系和评价模型，在遵守指标设计原则的前提下建立智慧社区评价指标体系，包括4个一级指标和19个二级指标，采用网络分析法确定指标权重、模糊综合评价法对智慧社区进行综合评价。最后，以武汉市百步亭社区为研究对象进行实证分析，通过问卷调查了解居民对该智慧社区的评价，根据结果和实地调研情况提出有针对性的对策建议。基于上述对智慧社区发展现状的研究和调研，提出了智慧社区的发展趋势、总体规划和建设路径。

本文通过构建评价指标体系，能够比较系统地对智慧社区进行评价，通过对结果进行分析，为政府、企业、社区在智慧社区服务不足之处提供指导意见，从而促进智慧社区的发展。

Abstract

With the continuous progress of information technology, the word "wisdom" is more mentioned, and the development from smart cities to smart communities is an inevitable trend that conforms to the environment of the new era. In order to meet the growing demand for a better life among residents, the state has issued a number of policies in recent years to encourage the development of smart communities and carried out pilot work in many cities. After all, the smart community is to serve the majority of residents, so in the process of construction and management, we must always adhere to the principle of people-oriented, considering the needs and feelings of residents. From the perspective of community residents, this paper evaluates and studies smart communities, establishes evaluation index systems and models, and conducts empirical analysis to make suggestions for the development of smart communities. This article examines the following points:

Firstly, starting from the research background of the domestic smart community, this paper introduces the development process and policies of the smart community, and studies the development status and characteristics of the domestic smart community, and analyzes the main system functions and existing problems of the smart community. Secondly, this paper constructs the evaluation index system and evaluation model of smart communities, and establishes a smart community evaluation index system under the premise of abiding by the principles of index design, including 4 first-level indicators and 19 second-level indicators, and uses the network analysis method to determine the index weights and fuzzy comprehensive evaluation method to comprehensively evaluate the smart community. Finally, an empirical analysis was conducted on the Baibuting community in Wuhan, and the residents' evaluation of the smart community was understood through a questionnaire survey. According to the results and field research, targeted countermeasures and suggestions are proposed. Based on the above research and investigation on the development status of smart communities, this paper presents the development trend, overall planning and construction path of smart communities.

By constructing an evaluation index system, this paper can evaluate the smart community more systematically, and through the analysis of the results, this paper provides guidance for the government, enterprises, and communities in the inadequacy of smart community services, so as to promote the development of smart communities.
