武汉国际博览中心项目低碳建设管理模式研究

摘  要

日益恶化的自然环境条件对经济发展提出了低碳要求,在我国建筑排放占到总量的三分之一,建设低碳筑成为我国发展经济重要环节。目前我国的低碳建筑如雨后春笋,但实际的建设效果却不尽人意带来了一系列问题。为详细探究问题产生的原因,本文研究了国内典型低碳建设项目总结其主要有两方面:一是管理问题,包括目标不明确、组织定位模糊;二技术两方面:一是管理问题,包括目标不明确、组织定位模糊;二技术两方面:一是管理问题,包括目标不明确、组织定位模糊;二技术两方面:一是管理问题,包括目标不明确、组织定位模糊;二技术两方面:一是管理问题,包括目标不明确、组织定位模糊;二技术包括前期没有考虑低碳技术集成、没针对建设效果的定量测评体系等所带来建设风险和经济。而引起这些问题的根本原因是,目前项目管理模式不能完全适应全过程的低碳建设管理。

针对上述问题,本文构建了新的低碳设管理模式通过引入专业第三方来进行协调管理,由第三方对低碳建设效果负责在论上能够很好的解决目前建设管理中存在的诸多问题,如专业的管理组织不仅能解决问题还能够提供专业的技术支持来减少建设风险。

为了验证该管理模式的有效性,文章还特别以武汉国际博览中心项目例研究了该模式的应用效果。并从低碳建设目标子系统、组织保障技术系统、碳排放监测子及低文化等5个方面构建了基于模糊综合评价理论的评价模型及指标体系对其进行了评价,评价结果表明该管理式运效良好,可提高该项目的低碳建设管理效率促进其标实现。通过前期的实践,已经证明的该模式有效性这也为今后低碳建设管理提供了一个很好借鉴。

Abstract


Worsening natural environment conditions on the economic developmentput forward low carbon requirements, since the building carbon emissions inChina accounted for onethird of the total, developing lowcarbon buildingsbecome important loops of China's lowcarbon economy. At present China's low carbonbuildings have mushroomed, but the actual construction the result is notsatisfactory, brought a series of problems. In order to explore the issues indetail, we studied some domestic typical lowcarbon construction projects inthis thesis. There were two main aspects to summarize the problems. One is themanagement problems, including unclear management objectives, vague positionmanagement organization etc. The second is technology issues, including withoutconsidering the preintegrated of lowcarbon technologies, no quantitative evaluationsystem for the construction, and the construction and economic risks them caused.And the root causes of these problems is the project management model cannot fullymeet the low-carbon construction and management requirements of the entire process.

In response to these issues, we build a new lowcarbon constructionmanagement mode in this thesis; a professional thirdparty management is introducedhere to be responsible for the effect of the lowcarbon building. It will solvethe problems that exist in the current lowcarbon construction management intheory, such as providing professional technical support to reduce the risk ofbuilding, etc.

In order to verify the effectiveness of the management mode, thisthesis also studies Wuhan International Expo Center project as an example, buildsthe evaluation based on the theory of fuzzy comprehensive evaluation model andindex system to evaluate its application results. The evaluation results showthat the management mode is running well, it can promotes the project's lowcarbonconstruction management efficiency and the realization of the goal of lowcarbon construction. It has proved the validity of the model through pre-practice,and it will provide a good reference for future low-carbon constructionmanagement.
