摘 要
博览中心项目作为一种大型综合性项目,其自身的特殊性和复杂性对项目业主方的项目管理水平提出了更高的挑战。然而目前我国博览中心项目业主方的管理水平普遍不高,项目管理方法和技术不能得到有效的应用,常常导致项目实施过程中各类问题频出,使得项目目标不能顺利实现。因此,如何正确认识和提高博览中心项目业主方的项目管理水平,确保项目的顺利实施,已经成为项目组织者关注的问
题。
本文以博览中心项目为研究对象,在广泛阅读和整理大量国内外文献的基础上,详细阐述了博览中心项目管理的相关理念,分析了我国博览中心项目组织管理的现状。接着,对组织项目管理能力评价方法—项目管理成熟度模型进行了对比分析,归纳总结出成熟度模型的构建规律,并结合博览中心项目组织管理的主要内容以及现状,构建了博览中心项目组织管理成熟度模型以及能力评价指标体系,并运DEMATEL 方法对指标体系进行了优化。同时,提出了基于变权综合评判的组织管理能力评价方法。
最后,以武汉国际博览中心项目作为实证分析的评价对象,运用本文所构建的成熟度模型和评价指标体系对其组织管理能力进行测评,帮助组织对其组织层面的管理能力进行正确的认识及改进,进而不断地提高组织项目管理能力。本文的研究成果为我国博览中心项目组织管理能力的评价提供了一定的借鉴和指导。

Abstract
Expo center project, as a large comprehensive project, its particularity andcomplexity puts forward a higher challenge for project owner’s project management levelin our country. However, the expo center project owner’s management level keeps low, the project management methods and technology are not effectively used in our country at present, which often cause all kinds of problems in the project implementation process andcann’t make project target achieved smoothly. Therefore, how to correctly recognize andimprove the expo center project owner’s project management level to ensure project implementation smoothly has become a major concern for the project organizers.
This paper using expo center project as the research object, had a detailed descriptionof the related theory about expo center project management and analysed the currentsituation of our country expo center project management on the basis of plenty ofdomestic and foreign literature. In the following, the paper made a comparison ofthemethods on organizational project management capability evaluationprojectmanagement maturity models, summarizedthe constructing rule of project managementmaturity model, constructed the expo center project organization management maturity model and ability evaluation index system with combination of the main content and the current situation of expo center project organization management, and then usedDEMATEL method to optimize the index system. At the same time, put forward variableweights comprehensive evaluation as the method of organization management ability evaluation
Finally, using Wuhan International Expo Center Project as the empirical analysisevaluation object, adopted theabove constructed maturity model and evaluation indexsystem to assess the organization management ability, help the organization correctly understand and improve the organization management capacity so as to constantly enhance the organizational project management capability. The result of this paperprovides the reference and guidance for evaluation of the expo center project organization management ability in our country.
