摘 要

   现代市场经济中，政府和市场共同对经济的运行和发展起促进作用。建设项目招标投标制度的建立，是工程建设领域的一项重大改革。现阶段，我国建设项目招投标市场的建设已进入一个相对完善的阶段。但是，在建设项目招投标市场中，政府既是政策法规的制定者，又常常是该项活动的直接参与者。政府自身的双重角色和市场的不完善是制约政府市场行为的主要限制条件。只有解决这两个问题，政府市场行为的高效性才能得到保障和充分发挥。所以，研究招投标市场的政府行为是非常必要的。

   本文以政府经济学理论和博弈论原理为基础，分别对建设项目招投标市场中政府的不同角色进行探讨。

   首先，分析土地交易市场这一建设项目领域特定的交易市场，研究土地交易政策的发展历程，对土地交易过程中中央政府与地方政府之间的行为进行了博弈分析，进而对新出台的规范进行了解读。

   然后，剖析政府作为建设项目投资方的角色特点，对其招标过程进行博弈分析及机制设计，并对代建制和 BOT 项目融资建造招标模式进行了分析。

   接着，探讨政府作为建设项目招投标市场下宏观调控者的工作内容。一方面，加强建设工程有形市场的建立和完善；另一方面，积极推行招标代理制并加强招投标全过程的审计管理。

   最后，对建设项目招投标市场中的政府行为进行总结，针对目前问题提出建议，对下面的研究方向进行展望。

Abstract

   In  the  advanced  market  economy,  the  government  and  the  market  promote  themovement  and  development  of  the economy  together.  Currently,the  foundation  of  theconstruction item tendering and bidding market in our country have already stepped intoa  respectively  fine  stage.In  the  construction  item  tendering  and  bidding  market,thegovernment  is not  only  the  constitutor  of  the  policy  and  law,but  also  the  direct participator of this project. The double-face role of the government and the faultness ofthe market are the main restrict factors in the government’s market behavior. Only whenwe  overcome  the  two  problems,the  high  efficiency  of  our  government  behavior  can  beensured and fully exerted. So, it is very necessary to research the government behavior in the tendering and bidding market.

   Based on the government economics theories and the game theory, this text studieson  the  different  roles  which  the government  played  in  the  construction  item  tendering and biding market.

   First,  we  analyze  a  specified  trade  market  in  construction  item  realmthe  landtrade  market,  study  the  development  process  of  the  land  trades  policy,  analyze  thebehavior  of  the  central  and  local  government  in  land trading  process  with  the  gaming theory, and make an explaination of the new-come policy.

   Then,  we  analyze  the  government’s  role  as  the  invest  part:  analyze  the  biddingprocess  with  game  theory and then  carry  on  the  mechanism  design,  and  also  analyze ACM(agent construction management)and BOT (build-operate-transfer)project financing construct bidding model.

   After that, we analyze the government’s role as the macro regulator and controller inthe  construction  item  tendering  and  bidding  market:one  hand  ,it  strengthen  theconstructing  and  fulfilling  the  engineering  visible  market;and the  other  hand, progressively  promote  the  bidding  agency  system  and  strengthen  audit  management  in the whole bidding process.

   Finally, we conclude the government behavior in the the construction item tenderingand  bidding  market,aiming  at  the problems,  put  forward  some  suggestions  and  the outlook in the research direction.
