摘 要

   城市基础设施项目的建成运营对城市社会各方面及相关利益群体等会产生一定的影响，这些影响有时决定着项目的成败，已成为城市基础设施项目社会后评价研究的关键。我国社会后评价研究成果较少，关于城市基础设施项目社会后评价的理论和研究基本没有，因此，随着国家基础设施建设资金投入的增加，城市基础设施项目社会后评价的研究意义重大。

   本文在大量文献研究及实践经验总结的基础上，参考目前投资项目社会评价指南，结合城市基础设施项目的特点，界定了城市基础设施项目社会后评价的概念；提出了城市基础设施项目社会后评价的主要内容；构建了城市文化基础设施项目社会后评价指标体系；指出城市基础设施项目类别不同，其具体的评价指标及指标权重均有所不同，根据城市基础设施项目社会后评价特点，提出基于粗糙集理论对城市基础设施项目社会后评价指标进行专家知识数字化和离散化，进而采用粗糙集算法进行社会后评价指标属性约简和权重确定；基于此，构建了基于粗糙集定权的城市基础设施项目社会后评价模糊综合评价模型，从而综合了专家的知识经验和客观信息，使评价结果更科学；对东莞市玉兰大剧院项目进行社会后评价，并运用基于粗糙集定权的模糊综合评价模型对东莞市玉兰大剧院项目社会后评价进行综合评价实证研究，实证研究结果表明将基于粗糙集定权的模糊综合评价模型用于城市基础设施项目社会综合后评价是可行和有效的。

Abstract

   The  established  and  operation  of  Urban  Infrastructure  have  a  certain  impact  onvarious  aspects  of  urban  social  and  stakeholder  groups.  Sometimes,  these  effectsdetermine  the  success  of  the  project,  and  become  the  key  of  study  on  Social  PostEvaluation. At present, there are little study on Social Post Evaluation in China, even more on  Social  Post  Evaluation  of  Urban  Infrasture.  With  the  increase  of  constructioninvestment  into  infrastructure in  our  Country, study  on  Social  Post  Evaluation  of  Urban Infrasture has played more important role.

   On the base of large quantity document research and review of practical experiences,this  thesis  refered  to  the  currentguidelines  for  Social  Evaluation  of  investment  project,and  combined  the  characteristics  of  Urban  Infrastructure,  then  defined  the  Social  PostEvaluation  of  Urban  Infrastucture,  proposed  the  major  content  of  the  Social  PostEvaluation  of  Urban  Infrastucture,  and  built  preliminary  indicators  of  the  Social  PostEvaluation of UrbanInfrastucture. This thesis pointed out that the index and index weightwere different, and used Rough Set Theory to digitizeand discrete the expert knowledge of the Urban Infrastucture Socail Post Evaluation index, then used RS algorithm to reduce attribute of the Socail Post Evaluation index and determine the weight. Based on this, Theauthor constructed the Fuzzy Comprehensive Evaluation base on Rough Set to determineindex weight. The model not only ensured the subjectivity of expert knowledge, but also the  objectivity  of  the  scientific  method.  At  last,  this  thesis  had  an  empirical  study  on Dongguan  Yulan  Theater  by  using  that  model,  and  the  results  showed  that  the  RSFCEmodel for Social Post Evaluation of Urban Infrastucture was feasible and effective.
