摘 要

   发展小城镇是推进我国城镇化的重要途径，是当前和今后相当长时期内我国国民经济和社会发展的一大战略措施。另一方面，小城镇建设大多采用的是落后的建设技术，造成了我国城镇建设质量水平较低，要改变我国城镇建设落后的局面，必须合理采用先进适用技术。但是，由于城镇建设人员技术水平相对较低，建设者对所需技术不明确，整体现状是技术需求不足。

   本文认为只有站在城镇建设技术应用的角度，帮助城镇建设者进行技术的需求分析、明确其技术需求，同时做好技术的评价、技术优选及技术的集成整合工作，将集成设计的思想应用到建设项目方案中，才能保证城镇建设项目的质量，也才能

保证整个城镇建设的质量。

   首先，对本课题小城镇建设及小城镇建设先进适应技术的含义进行了界定，同时对技术进行了分类，并从不同的方面说明了先进适用技术对城镇建设促进作用。

   其次，站在城镇建设的角度，提出了城镇建设技术评价的内容及评价指标建立的原则，建立了环保技术、基础设施及住宅建设技术的评价指标体系并对每个指标的含义进行了说明，建立了综合评价模型。同时，提出了规划技术的评价方法及评价的方面。

   再次，从技术本身及技术使用者两个方面分析了影响技术选择的因素，提出了技术选择的原则及步骤方法。并污水处理技术选择为例，介绍了污水处理技术选择的分析思路，并重点分析了如何应用逐步排除定性分析法及优劣系数法进行污水处理技术选择。

   最后，阐述了城镇建设技术集成及整合的必要性，提出了建设技术集成及整合的方法步骤及如何在城镇建设层面实施建设技术集成整合战略。最后，在分析城镇建设技术集成整合工作特点的基础上，提出了建设技术集成智能决策支持系统的总体结构。

Abstract

   Developing  smallsized  towns  is  one  of  the  most  important  routes  of  urbanizationand it is one of the important strategies of economic and social development in china fora  long  period  of  time.  On  the  other  hand.  At the  presenttime,  adopted  technologies  intown construction are mostly drop behind and this result low level of town construction

in  china.  We  must  adopt  applicable  and  advanced  technologies  for  change  thiscomplexion. But, owing to low technological level of town constructer, the requirement for technology is insufficiency.

   This  paper  approves  the  standpoint  that  making  technological  appraise  andtechnological  selection  and  technological  integration  from  the  point  of  technologicalapplication can ensure the quality of town construction project and town.

   Firstly,  the  paper  defines  town  construction  and  applicable  and  advancedtechnologies of town construction and classifies these technologies. On the basis of this, good effects of technologies for town construction are narrated.

   Secondly, from the point of technological application,the aspects of technologicalappraised  and  principia  of  establishing  evaluation  target  system  are  put  forward  andevaluation  target  systems  and  evaluation  models  of  environmental  technologies  andinfrastructure construction technologies are established . Appraising method and aspectsof planning technologies are put forward.

   Thirdly, the effect factors of technological selection are analyzed from tow aspectsof technology and user. The principia and the process of technological selection are putforward.  The  paper  introduces  the  process  of  sewage  technologicalselection  and  theappliance  of  excluding  method  by  qualitative  analysis  and  improving  excellentinferiorcoefficient method in sewage technological selection.

   At last, the paper analyses the need and effect of technological integration of townconstruction  and  puts  forward  its  method  and  process  and  the  idea  of  puttingtechnological  integration  strategies  in  practice  in  nation.  On the basis  of  analyzing  the characteristics of technological integration, the idea of establish an IDSS is put forward.
