摘 要
人力资源是企业的核心资源,如何加强人力资源管理,提升企业核心竞争力,已成为企业共同关注的一个课题。随着信息技术的发展,企业对管理信息系统的需求越来越明显。本文针对目前我国施工企业人力资源管理的特点和存在的问题,提出通过信息平台建设人力资源管理系统,实现施工企业人力资源的优化配置,完善人力资源管理体系,提高企业竞争力。
鉴于传统信息系统建设中存在的问题,本文引入信息资源规划理论,将人力资源管理系统的建设纳入到企业信息化建设全局中考虑。首先,分析信息资源规划环境下施工企业人力资源管理业务过程和特点,研究其管理现状与问题,并对这些问题的成因加以分析,给出相应措施,指出建设人力资源管理系统的必要性。然后,运用信息资源规划建模思想,从业务、功能、数据和结构四个方面研究施工企业人力资源管理系统模型的建立,设计出适合施工企业人力资源管理特点的主题数据库。最后,将本文的研究成果与实际项目相结合,通过中交二航局人力资源管理系统的建模实例,说明主题数据库构建的具体过程和内容。
本文的研究为施工企业人力资源管理系统建设提供了一个参考模型,该模型优化了施工企业人力资源管理体系,为施工企业实现全面信息化建设提供数据共享。主题数据库的建立实现了企业各管理子系统间的信息共享,为项目全面实施和人员管理提供了良好的信息支持。

Abstract
Human resources is the core of enterprise resources. How to strengthen humanresources management and enhanceenterprises’ core competitiveness, has become acommon concern for enterprises. With the development of information technologythedemand for Management Information System is increasing. Considering thecharacteristics of human resources management and the existing problems in China'sconstruction enterprises, this thesis proposes building HRMS to optimize allocation ofhuman resources, improving human resources management system and enhance the competitiveness of construction enterprises.
Considering the problems that exist the establishment in traditional informationsystems, this thesis introducesInformation Resource Planning theory, proposes thatHRMS should be established under the environment of Strategic DataPlanning. Firstly,this thesis analyzes the process and characteristics of human resources management inconstruction enterprises, studies current situation and problems in HRM analyzing thereasons and presenting appropriate suggestions, and indicates the necessity of establishingHRMS. Secondly, based on IRP, this thesis studies the modeling of HRMS in constructionenterprises which includes Process Modeling, Function Modeling, Data Modeling andArchitecture Modeling. Based on the research, subject database for constructionenterprises is designed appropriately.Lastly, taking the project in the Second HarborEngineering Bureau of China Communications construction company Ltd as an example, this thesis explains the establishing process and content of subject data-base.
This thesis provides a reference model for the construction of HRMS in constructionenterprises. The model optimizes themanagement system and realizes information sharingamong different MIS in construction enterprise. Data sharing is achieved by means of theconstruction of Subject Database which provides a better information platform for humanresources management in construction enterprises.
