摘 要
当前建筑市场中存在突出的诚信问题,这些问题的存在,严重影响着建筑工程的质量。为了进一步完善和加强建筑工程质量,有必要对建筑工程各质量主体的诚信度进行评估,并对建筑工程质量诚信度进行量化以激励建筑工程质量主体,提高建筑质量诚信意识,做到诚实守信,重承诺,尊法规,守合同,从而不断提高建筑工程质量。
文章首先对研究了国内外诚信建设现状进行阐述,其次,借鉴国外成功的诚信建设经验,提出建筑工程质量诚信的相关概念以及评估理论进行了系统的研究。然后,在理论研究的基础上,构建了建筑工程各参与主体质量诚信度评估体系,对适用的质量诚信评估方法以及质量诚信度评估等级标准进行探讨。最后,设计了建筑工程质量诚信度评估系统,实现了建筑企业诚信电子档案和诚信度报告的实时查询。
本文建立了建筑企业的诚信评估指标体系及系统,并提出了具体的评估方法和实现方法,具有较强的实用性和可操作性。该指标体系的分析及其系统的构建对于建筑行业诚信制度的建立以及建筑监管部门的管理都具有较高的参考价值。为建立全国统一的建筑工程质量诚信评价体系提供了重要参考,也将成为我国社会总体诚信系统的一个不可或缺的子系统。

Abstract
Currently, there are outstanding integrity problems in the construction industry.Because of the existence of these problems, the quality of the city construction is badlythreatened. In order to consummate and strengthentheconstruction quality further more,it’s necessary to evaluate the integrity degree of the main bodies in the constructionindustry. Measuring the integrity degree quantitatively, so that the integrity consciousnessof the main bodies will be enhanced and the main bodies will obey the construction lawand contract willingly, and the construction quality willbe heightened continuously.
First, I study the situation of integrity building in construction industry both overseasand domestic. Second, based onthestudy of the foregoing study, I present the conceptionand the academic research related to the evaluation of the integrity degree of theconstruction quality. Third, I build the evaluation system of the integrity degree ofconstruction quality and discuss the method and the standard of the system. Finally, Idesign the system and carry out the query about the report on the main bodies integrity degree and the integrity record on line.
This thesis build up the evaluation system of the integrity in the industry, alsointroduce the method of evaluation and realization, which is of great practicability andmaneuverability. The system not only provides a goodreference to the management of the construction supervisory department, but also will became a important part of the whole
country’s integrity system.
