轨道交通企业动态联盟组建与界面管理研究

摘 要

   近几年来,随着我国经济和城镇化进程的发展,城市轨道交通建设呈快速发展的势头。城市轨道交通建设作为一种大型建设项目,其建设过程错综复杂,涉及参与方众多,如何以最佳的方式对其建设过程进行组织与管理,成为政府关注的重点,也是人们探讨的热门课题。

   目前,关于我国大型建设项目的组织与管理,许多学者和专家在理论和实践方面已做了不少研究,如利用集成技术,寻找合作伙伴组成联盟等,但还没有形成理论体系,许多方面还有待进一步研究。本文采用采用理论研究与规范研究的方法,针对目前我国建筑行业存在的问题与发展趋势,轨道交通建设的特点以及轨道交通 CICS 理念,提出了在轨道交通 CICS 下的企业动态联盟的组建模式。文章阐述了轨道交通动态联盟的含义、性质和重要意义,并重点从以下几个方面对轨道交通建设企业动态联盟作了深入研究。

   首先,文章运用 IDFE0 分析方法,分析了轨道交通动态联盟的组建过程,并重点研究了轨道交通项目建设目标与结构分解,动态联盟合作伙伴的选择,并运用人工智能的方法分析了动态联盟的组织模式;接着文章通过如何管理动态联盟下轨道交通存在的界面问题,阐述了轨道交通动态联盟界面管理的含义、类型、管理程序,重点介绍了界面管理的识别与管理方法;为保障轨道交通动态联盟的正常运作,文章最后分析了轨道交通动态联盟运作的核心基础,重点讨论了企业核心能力的界定、BPR、轨道交通信息集成平台的建设以及动态联盟的柔性与刚性管理。

   研究成果对我国轨道交通建设具有一定的指导意义,拓宽了轨道交通建设的组织模式,但如何将理论真正用于轨道交通建设实践还需要进一步深入研究。

Abstract

   In  recent  years,  with  the  development  of  economy  of  our  country  and  urbanizationprocess, it presents the tendency of fast development about building urban railway transit.As a kind of largescale construction project, it is very complex of the urban railway transitconstruction, and it is numerous to involve the participant. How to carry on the organizationand  the  management  about  its  construction  process  by  the  best  way,  becomes  key  pointwhich  the  government pays  attention  to,  also  is  the  popular  topic  which  the  people discusses.

   At  present,  about  the  organization  and  management  of  our  country  largescaleconstruction projects, many scholars and experts have made the many research in the theoryand  the  practice  aspect,  such  as  the  use  of  integration  technology,  sought  the  partnercomposition alliance and so on, but have not formed the theory system, many aspects alsowaited for further study. This paper uses the fundamental research and the standard researchmethod,  in  view  of  the  construction  profession  existence  question  and  the  developmenttendency  in  our  country  at  present,  the  characteristic ofrailway  transit  construction  andrailway  transit  CICS  idea,  and  has  proposed  the  setup  mode  of  the  dynamic enterprisealliance  under  railway  transit  CICS.  Meaning,  nature  and  important  significance  of  thedynamic allianceof the railway transit that the paper has been explained, and has built thedynamic  enterprises  alliance  of  to  further investigate  to  the  railway  transit  from  several following respects especially.

   At first, using IDFE0 analytical method, the paper has analyzed the setup process ofthe dynamic alliance of the railway transit, and the key research about railway transit aresetting up and resolving the project structure, the cooperative partner's choice of dynamicalliance,  and  the  method  to  use  artificial  intelligence  that  has  analyzed  the  organizationmode  of  the  dynamic  alliance.  Then,  through  how  to  manage  the  existence  interfaceproblems  of  the  railway transit  under  the  dynamic  alliance,  the  paper  has  explained  themeaning, type, hypervisor of dynamic alliance's interface management of the railway transit,and has introduced the discernment procedure and management of interface especially;Inorder to ensure the normal operation of the dynamic alliance of the railway transit, finallythe  paper  has  analyzed  the  key  foundation  of  dynamic  alliance's  operation  of  the  railwaytransit, and has discussed the definition of the enterprise core ability, BPR, the constructionand of the dynamic alliance of the information integration platform and the flexibility and rigidity management of the railway transit especially.

   The research achievement has the certain instruction significance to the railway transitconstruction  of  our  country, and  has  widened  the  organization  mode  of  railway  transitconstruction,  but  it  needs  further  investigating  how to  be  really  used  in  the  theory  the railway transit to build practice.
